This is because it is a limited edition and comes with more weapons (9 vs. 3) than the other Ninjago characters. In this set, Master Wu's character card is a 3D one vs. a regular one. It also includes the golden Force Field card. Be aware, though, he doesn't come with a spinner.
If you want it early, or really like the 3D character card, go ahead and pay the premium, otherwise you can wait and pay a more reasonable price. Sensei Wu is a cool figure. You can also find him and a spinner packaged with the LEGO Ninjago Spinjitzu 3D Battle Arena, but that set doesn't come with any of Sensei Wu's special cards or weapons. Also, that set should retail for $15-20, so watch the price there, too.
Another option to find Sensei Wu is the LEGO Ninjago Spinjitzu Dojo 2504, which comes with Sensei Wu, his regular (instead of 3D) character card, and his spinner. I believe the bodies of Wu are slightly different between the two with the outfit in the dojo having a black symbol on it vs. red in this set.
Ninjago is a growing line. In the March 2011 Lego Club magazine, they also showed Nya, the female Ninjago character, being sold as a separate spinner. Their product inserts also show a Ninjago board game, so I suspect those will be out soon, too.
